Additional ~20$ levied.

Indian customs have a duty levied, and UPS has charged disbursement fees which totals ~20$ to the recipient which is 50% additional to what I paid for the courier (just documents). I was thinking that the value of the items is for an insurance purpose and mentioned the value for documents as 15$. Should have better guidance for filing the custom forms.

very late delivery and the receiver paid expensive tax .How is this happened
